Specialisation reduces mana use by –
%(specialization skill)/20
i.e. 2.5% at 50 and 10% at 200.
SCM reduces mana use an additional % based on level:
SCM-1 – 2.5%
SCM-2 – 5.0%
SCM-3 – 10.0%
